5. The provisional starting positions will be offered to the two MLRA members, with remaining provisional start, that are highest in season points among those non-qualified MLRA members in attendance. These MLRA members will be given the option to accept or refuse the provisional starting positions.
6. The provisional starting positions will continue to be offered to all attending MLRA members, according to the current point standings, until the two final feature positions have been filled. 7. In the event that provisional starters do not fill one or both of the two final starting positions, the highest non-qualifiers will fill those positions. Those remaining non-qualifiers will come from passing point totals, being used during that particular race. Both MLRA members and non-members are eligible to advance to the feature by this method.

Passing Points System

2. Standard qualifying procedures for MLRA feature events can be altered by a decision from the MLRA raced director at his discretion or by a request from the track promoter.
3. The passing points system assigns point values for each heat race finish position. First place in the MLRA heat race is assigned a value of fifty-nine (59) points. Second place in the MLRA heat race is assigned a value of fifty-five (55) points. Each position is assigned a value of four (4) points less than the preceding position. For this reason no MLRA heat race will start more than fifteen (15) cars.
4. The passing points system assigns one and one half (1 ½) points for each position an entrant improves from the official original starting position assigned by the MLRA race director, to the official end of the heat race. The original starting positions become official at the time the entrants of the heat race pull onto the track. Official finishing positions are determined by the running order of the entrants when the checkered flag signals the end of the heat race. The points earned by improved in the finishing position from the original starting position are added to the point value assigned to the finishing position of the entrant.
5. No points will be deducted from an entrant that starts a heat race in a higher position than he/she finishes. Such an entrant will receive only the p0oints assigned to the finishing position.
6. MLRA officials for calculating passing point totals earned by each entrant shall use all heat race-starting positions assigned by the MLRA race director prior to the start of the heat race.
7. Any change in original starting positions assigned by the MLRA race director (see MLRA Qualifying Procedures Item(s) 7, 8, and 9) that have been approved by the MLRA race director shall be reported to MLRA officials and appropriate changes made in the starting positions used by MLRA officials to determine the start of the heat race and in calculating passing points.
8. Any entrant that is scheduled to start a heat race, but is unable to start that heat race and has not requested a position change from the MLRA race director in a timely fashion (see MLRA Qualifying Procedures Item 7) shall be considered a “scratch” from the entrants official starting positions. MLRA officials will restructure starting positions of that heat race to fairly give each entrant a chance to earn the maximum number of passing points available to each entrant.
9. Such an entrant that is considered a “scratch” under conditions set forth by above item #8 will not receive a finishing position and will be assigned zero (0) points under the passing points system. Such an entrant may, by the discretion of the MLRA race director, be assigned a new heat race later in the program and start from the back row of that heat race and earn passing points in that heat race.
10. Any entrant that is schedule to start a heat race and appears on the track in a timely manner, but pulls out of the heat race shall also be considered a “scratch”. This scratch can occur prior to the official start of a heat race, but due to a yellow or red flag, no official start of a heat race has been recorded by MLRA officials. MLRA officials will not restructure starting positions in that heat race, but will move up either the inside or outside rows to compensate for that scratch. Passing points shall be earned by the original starting positions assigned by the MLRA race director.
11. Such a “scratch”, as set forth under above item #10, will receive the last finishing position in that heat race and will receive the passing points assigned to that position. Should two or more entrants “scratch”, under conditions set forth by above item #10, finish positions shall be determined in the order that each entrant “scratched”. Such an entrant of entrants will not be eligible for any other heat race.
12. In the event an entrant wishes to bring in a second car the entrant must pay a second entry and qualify through the last chance race.
13. The total amount of passing points accumulated by each entrant shall determine the starting position earned for the feature race of the last chance race for each entrant.
